The trust­ees of the L.A. Com­munity Col­lege Dis­trict are among Cali­for­nia’s most ob­scure elec­ted of­fi­cials. They’ve long re­lied on uni­ons and col­lege em­ploy­ees to fund their elec­tion cam­paigns. After the dis­trict launched a massive, bond-financed con­struc­tion pro­gram in 2001, con­tract­ors also be­came an im­port­ant source of cam­paign money.
